ok, let's separate quickly Winging in 12-30knots and Downwind foiling.
For winging in that range, still learning to gybe/but able to foil straight line, I think the Glide 1595 could be a good option, as it will have a similar amount of lift to the HA 2000 and still be relatively stable for gybe practise - advantage is, that this is a good foil for Downwind SUP too. For absolute downwinder/pump foil beginners, the Glide 2145 would also be an option, but that is very big in anything over 15knots.
To cover a wind range of 12-30knots with just one foil set will be almost impossible, so I'd suggest for the 20-30knot days to invest also in a 1085 Glide, the 1305 Glide might be a touch too close to the 1595/still be quite big in those strong winds.
I don't think the HA or Free range is the right one here for you, since you want to combine SUP foiling too.
